I've used many brokers APIs, here are my recommends in no particular order. All of these brokers are in my opinion relatively stable and reliable.
GAIN Capital - probably the best API I've seen, TCP/IP for quotes, web service for the rest. Very well designed.
FXCM - reliable API, much more difficult messaging protocol
CMS - mostly reliable API, messaging is fairly easy since they use simple XML.
Another API to look at is MetaTrader. They have a new version and the API looks decent. Too bad most of the brokers that use this platform are offshore and have suspect legitimacy.
There are others out there like FXSol, but these are the ones I use in my software.
Oh, and a shameless plug: I put together a multi-broker API that simplifies everything and presents a bunch of brokers' systems in a .NET web service. Savvy programmers could use this to arbitrage market makers' price differences (they exist) and other interesting things.
